They are two completely different platforms. TikTok is only for videos/livestreams, while Instagram is for both images, videos and livestreams. I think that Instagram is digging their own grave, when there is absolutely no way of contacting them as a normal person, and if they accidentally wrongfully delete your account with 500.000 followers, well then bad for you because you can't contact them (this has happened a ton of times). When it comes to privacy, both apps are bad - TikTok is chinese and Instagram is owned by Facebook.
Personally, I prefer TikTok as it's more creative and easier to see funny content.
